Vehicles registered outside the State

General:

MIBI, as Green Card Bureau, deals with claims from parties involved in accidents, in Ireland, caused by vehicles registered outside the State.

Should you wish to download and print the claim notification form please click here. The Claim Notification Form should be fully completed and returned to us either by email or post. Any relevant documentation relating to the incident or the alleged offending vehicle should be retained. Time-limits for notification of personal injury and property damage claims under the Green Card system are in line with Irish statutory provisions.  It is particularly important, where a vehicle registered outside the State is involved, to obtain as much information as possible relating to the offending vehicle including the registration number, the make and model of the vehicle, the country of origin, the name of the driver and insurance details.  Given that the incident involved a vehicle registered outside the State delays may occur in the processing of such claims.

PLEASE SUBMIT THE CLAIM NOTIFICATION FORM AS SOON AS POSSIBLE AFTER THE ACCIDENT TO ENABLE MIBI TO COMMENCE INVESTIGATIONS.

Personal Injury Claims:

MIBI, in its capacity as Green Card Bureau, covers all personal injury claims caused by vehicles registered outside the State, the country of origin of which is a member of the Green Card system.

Property Damage Claims:

MIBI, in its capacity as Green Card Bureau, covers all vehicle and property damage claims caused by vehicles registered outside the State, the country of origin of which is a member of the Green Card system. In order to pursue a claim for vehicle or property damage it is vital to establish, as a minimum, that the registration plate attached to the offending vehicle is a valid one issued in the country of origin. If this cannot be established, the claim for vehicle or property damage cannot be pursued. There are no excesses applicable to vehicle and property damage claims caused by vehicles registered outside the State.

If your vehicle is comprehensively insured, or your property is covered under a policy of insurance, you may claim for loss from your comprehensive insurer or the property insurer. The insurer can, in turn, recover their outlay from MIBI, as Green Card Bureau. This ensures a minimum of inconvenience and loss. This facility is subject to confirmation of the validity of the registration plate of the alleged offending vehicle. Your No Claims Bonus may be affected until the claim has been settled by the MIBI. Once settled your insurer should re-instate your No Claims Bonus as it was before the accident.

What happens next?

On receipt of a fully completed MIBI Claim Notification Form we will acknowledge receipt and commence our investigations.

Our investigations will include:

  • Confirming the validity of the registration plate with our counterparts in the country of origin of the vehicle.
  • Establishing the insurance position of the alleged offending vehicle.
  • Establishing the facts.
  • Obtaining a Garda Report.
  • If applicable, obtaining a Motor Assessor’s Report on the damage to your vehicle
  • If applicable, obtaining copies of medical records

When all the requisite information is received including confirmation of the insurance position of the alleged offending vehicle MIBI will pass the file to the Nominated Agent (in Ireland) of the foreign insurer. If no such agent has been appointed MIBI will pass the file to one of our Claims Management Service Providers to continue and complete the investigation. The Nominated Agent or Claims Management Service will accept Injuries Board notification or service of proceedings. In due course, following thorough investigation of the circumstances and liability, the claim will be settled by our Claims Management Service Provider or Nominated Agent and compensation paid as appropriate.
